depends on the movie. If they were cut because of time constraints like with LoTR and are referenced in the same that made the theatrical cut, then yeah I'd assume they're canon. If they're cut because it doesn't make sense in the film and its never referenced again then it wouldn't be canon.

and for an example of the latter in that post, the deleted scenes of Wong Kar Wai's In the Mood For Love makes it explicit that Chow and Su consummated their affair while the film as released makes it ambiguous at best (and i think it leans more toward their love remaining unrequited, which works better for the movie imo, being perhaps the most aching romance ever on film)
Any movie with a "cannon" (i.e. meaning sequels and spinoffs) has a 99% chance of being garbage.
There is the incredibly rare exception like the Godfather 2.
