Two heads is more common but I have seen three headed turtles, snakes, and a gecko in my line of work as animal control (also a cat quadruplet that didn't fully split at the head and let me tell you that shit was horrible). I mean they could go with to make Ghidorah more "unnatural" go with a Siamese twin of a normal and a two headed creature just for the sheer nightmare fuel that would be... the main head could bully the weaker heads, since even in a two headed creature both heads have separate brains so it would actually be three individuals in the same body.
