There is technically bad cinematography, like too strong obvious night scene lighting or breaking the 180 rule for no reason.
And there is bad cinematography because of the lack of actual substance, empty pretty pictures which only fill the form without actually using framing and composition to propell the visual narrative.
And I think the second one is a bigger problem in today's industry because everyone can learn basic photography and produce balanced pictures, but it takes talent/vision to be able to actually tell the story through the visuals.

I think it's a nice shot. Stalker is full of great images. This isn't one of them. This actually a still Tarkovsky took, from what I've heard, and it's not in the film. The lighting is different in that room in the film.
The whole visual result in Stalker is pretty good and you should watch it if you want to see a good looking film.

I agree with you, but you can't deny it's much easier to deliver an emotion to the viewer through a story than purely through visuals. Visuals and music can be used to boost the emotion that the story carries, but they're harder to deliver all the emotion by themselves. Not to say they can't do that, there are many films that can achieve wonders of provoking strong emotions purely through the use of visual arts, colour, composition, movement and sound. But it's unusual and harder to make.

It really depends on the film. Plot was something that should have been focused on in Blade Runner, but instead opted for pure Aesthetic.
Removing the plot from Batty's character removed any Emotion the audience might feel towards his character. While no film should ever be story bulletpoints, Plot adds context for Emotion, and leaving it out can be harmful to a story structure.

I definitely have plenty of movies like that; in my opinion, a lot of Seijun Suzuki's films don't have all that great of plots, but it's the way he shoots his films I can't get enough of. I wouldn't show those movies to my parents or a big theater or anything, but if you're really into film I think you can generally look past flaws like that if the rest of the film is upstanding enough.
