I'd say most of the Disney Marvel films that I've seen have been "fun" to "forgettable" so none of them have been amazing cinematic masterpieces or completely awful

Civil War's 1st and 3rd acts are good.

It's just the middle section with the airport battle that feels cartoonish/out of place and drags it down.

If they'd found a way to make the middle act feel consistent with the rest of the movie, I might rate it the same as or equal to Winter Soldier.
