Not really. It's just a regular sci-fi book focused on war(which exaggerates the look of the government). I don't remember anything even slightly satirical in it. Then again I haven't read the thing since I was a kid, so maybe I just missed any slight satirical parts.
That's why people didn't get that Verhoeven's movie was satirical, anyway. Because the book wasn't angled like it and people assumed it was a straight adaptation.

I have always felt the movie was libelous, implying the author was a fascist, war loving monster. In reality, the director made a cartoon from his imagination of what the book was.

There would be more shots from the bugs perspective, using a wide-angle lens, chasing the main characters, and a scene with lots of cuts to zoom-in shots of equipment being grabbed.
