Its a remake/retelling. Its meant to be "How Section 9 was formed" but it gets too muddled in a needlessly complex plot.

Thats the thing that it gets wrong: it misunderstood the original film (and show, to a certain extent). The 1995 film has a fairly simple plot with few plot points. Its just presented in a complex way. Arise looks at this and thinks that the plot needs to be complex in order for it to be a GitS product. Even after watching it twice, I don't think I can correctly explain what all the players in the plot want and how they go to achieve it. theres also no philosophical stuff. Take that as you will, but I found it interesting in the original

Some thoughts:

Summer Glau from Firefly/Serenity/Terminator would have been a much better pick for looks for the Major, plus you know she has done scenes/movies with action/combat

People here keep forgetting that the TV show was set in Tokyo but the GITS film was set in Hong Kong

Kuze opposes the Japanese government. He attempts to lead a freedom movement for a city full of refugees that the Japanese government invited into the country during a war for cheap labor, and then promptly ignored once the war was over. His thing is being really charismatic and hard to 100% disagree with, even though his methods are violent, as well as having a personal connection to Motoko.

He was probably chosen because he's the most straight forward GitS antagonist. Although movie Kuze doesn't seem to have much in common with anime Kuze.
