Ironically, CRTC regulations. The demand for Canadian content means lots of networks/broadcasters ordering cheap, shitty, flash animation shows made in Canada just to fill airtime. In the past they were still getting by on some quality Canadian shows but I assume budget cutting made them decide to just go for the cheapest possible airtime filler and so no money goes towards creating good Canadian content when these things exist and it's so very easy to just use a computer to move some models around with retarded voices to make that 33% mandate.

Just went to their website out of morbid curiosity. Jesus, the entire station is just scraps from Nickelodeon now. That's just kind of sad. This is the network that used to be pretty trendsetting and ahead of the curve way back when. They're responsible for Reboot; took a chance on anime before it took off (hell they put up the cash for Sailor Moon to continue to be dubbed); they made The Anti-Gravity Room, a show that discussed science fiction and comic books long before geek shit became fashionable; and they had some pretty unique programming blocks too, like that Saturday night horror time slot.

Canadian content laws are the reason most Canadian shows get aired. Because like you said, you gotta hit that 33% (otherwise networks would just air the better American shows). And the best Canadian studios are working service work for American studios since there is more money there. So most Canadian shows are made by the second string studios (Elliott, smiley guy, etc). Also, Canadian Artists Grants fund most of the Canadian shows. And the artists grants are bigger for new projects. So most of the shitty Canadian shows are on a short timeframe and only get one season because it's cheaper to do something shitty and move onto the next project than it is to refine a project into something good. So you end up with what we got. Which is 90% shitty one season cash grabs and 10% never-ending series like 6Teen/Total Drama who hit it big and dominate Canadian airtime because they actually turn a profit for networks.
