Bob was a showman and in his mind, a thespian. Anyone could have barged into Springfield elementary and gutted Bart Simpson with a rusty bayonet, but it took real vigor and cleverness to outwit the boy.

And ultimately, Bob pursued Bart because Bob saw his own cleverness and propensity for a plot in Bart Simpson. It scared him to think the world could just churn out man after man and stomp out their dreams, and Bob didn't want that to happen to himself/bart.

That's my roughly Freudian analysis,anyway.
