Yes. Last three seasons are miles better than the preceding 15 and last season in particular is comparable to the golden age (seasons 2-8). I imagine they will keep improving for a few years before going back to shit for another 15 years.

Al Jean is content to let the series run to the ground, the only reason it is getting better is because Matt Selman gets to executive produce a few episodes and actually cares about what he puts out.
The original voice actors are all old and will either retire/pass away and the series will end before it becomes consistently good again.
