He had to fund a giant imperial army so I'm guessing pretty high taxes.
66% on all weapons, vehicles, jedi technology, and everything on Kaminoz

Ruling is hard. This was maybe my answer to Lucas, whom, as much as I admire him, I do quibble with. Star Wars had a very medieval philosophy: that if the emperor was a good man, the universe would prosper. We look at real history and it’s not that simple. Lucas can say that Sheev became emperor and reigned for a hundred years, and he was wise and good. But Lucas doesn’t ask the question: What was Sheev’s tax policy? Did he maintain a standing army? What did he do in times of flood and famine? And what about all these rebels? By the end of the war, the jedi council is gone but all of the jedi aren’t gone – they’re in the mountains. Did Sheev pursue a policy of systematic genocide and kill them? Even the little baby padawans, in their little padawan cradles?
