Yeah it is semantics. A short film about killing, and A short film about love are officially films though. They were shortened for Dekalog. Dekalog gets included sometimes in best film lists, so I guess some people include the whole thing as a film. I think people would rather include it all as one thing instead of pointing to each individually.
