I know the tapes are the only things that are reliable in the film, but are all the tapes reliable? When Fred was recorded running from the mysterious man, was that real, or could he have not just chosen to 'remember' that?

Think he is refering to the dream theory. That half of FWWM is a dream, dreamt by Cooper. Chester Desmond is Cooper's dream alter-ego and the scene with Bowie is also a dream. According to the theory Jeffries points out that Cooper is the dreamer and "we're living inside a dream".

Next thing we know, he's in the "Room Above the Convenience Store" (Black Lodge/Meeting Room), where he observes the Lodge spirits, apparently in the form of a capuchin monkey.
He finds a way out and reappears two years later in the Philadelphia FBI office. Then, he vanishes again and re-emerges back in the Buenos Aires hotel, bleeding from his mouth and screaming.
In Fire Walk with Me and The Secret History of Twin Peaks, we are shown that a male touching the Owl Cave Ring causes him to be sent to the 'Lodge dimension'.
I think it's safe to say that Judy was in possession of the emerald ring, and Jeffries made contact with it.

Anyway, it's essentially about a man constructing an alternate reality in his head after being sentenced to death for murdering his cheating wife. The film ends with him dying in the electric chair, as he starts screaming and shaking in the car.
Beyond that, I don't think there's a definitive interpretation, but you can read some more in-depth stuff on the IMDb board or whatever. Personally, I think there's more to it than a delusion and there's a supernatural aspect as well, but I don't care enough to try and analyze it. I enjoy not knowing.

Well the tapes are presumably what actually happened. He says he doesn't like cameras because he likes to remember things the way he thinks they happened, not necessarily how they actually happened. So you would presume the video tape footage is what we can take as being fact, and everything else is Fred's subjective memory, or delusion.

I cannot believe I didn't pick up on that. There were two times throughout the film I thought could be representative of the electric chair (the two times Pete is outside his house with his girlfriend and someone else, with the storm etc) so I don't know why the ending scene didn't scream electric chair to me...
