Yes it was about the ratings. If they were good enough, FOX would send a truck full of money to Kiefer's house and keep him, but the ratings were too low to justify that high cost.
They had strong doubts about him since the beginning.
Casting Kiefer and shooting the show in LA like he wanted made the show cost four times as much as FOX were planning, then the costs were rising with every season, so as soon as the ratings became too low to justify those rising costs, they got rid of Kiefer and cast a black guy because Empire is their biggest hit, and it's full of black people.
