Power corrupts I suppose. As for Sauron's motive, it was because he saw that when Melkor wanted something he got it done quickly, even if it was in a destructive way. Still, Sauron who wanted to implement his vision of Order in the most efficient way possible threw his lot in with Melkor because he actually got shit done, unlike the Valar who tended to take a hands-off approach and let the world develop freely. Sauron wanted his hand in everything that happened so that nothing diverted from his plan of perfection.

The Valar appeared to be passive to more impatient minds, but that was also their job description. They're the stewards of the world and are meant to make sure Eru's divine plan is fulfilled. That means that when they have created the basic necessities for life to flourish they are to merely watch over the world, not to intervene unless it is absolutely necessary, and even they have to be careful. The last time the Valar intervened directly they sunk an entire continent, which goes against everything they stand for, needless destruction is something that Melkor does, not the Valar. So they remained "passive", but they never cease to watch over the world.

Sauron wanted to have a direct hand in everything. His entire plan was to become a sort of over-mind that controlled the thoughts and actions of every rational creature in the world, so nothing deviated from his personal idea of Order and Harmony. Sauron wanted to create a utopia through force where he as the wisest creature (in his mind of course) ruled all, the Valar on the other hand accepted the world as is, even if it is flawed and await the fulfillment of Eru's plan.
