They're all split personalities manifesting different powers. David was the only person in the asylum, in the escape scene, etc.

In the comics, Legion absorbs the personalities of anyone who dies near to him, which then manifest new powers within him. If Syd ever was real she died at or prior to the asylum. The black guy and Asian girl were in David's memory of being followed, presumably he killed them and absorbed their personalities which then manifested when convenient at the swimming pool.
