That's what I heard. A lot of jp's complained and they tweaked the style. Apparently Toriyama only did the story concept or some shit like that and didn't really supervise over the animation.

Tori is just writing the manga and Toyotaro is drawing it, and by writing the manga it means he's just sending notes, Toei is making the anime based on those notes but they are taking some dumb liberties, the man looks way better and makes more sense.

It seems that sueisha is taking over the anime and things might change, and they have in the last episode (ep 77), at least just a little, the colours are less bright and resemble the ones from DBZ, and Songoku may become less idiotic, we'll see.
