It's a movie trope from the 1940's.

Black haired women were always the femme fatale and so blonde women became the de-facto "good" women. It was cinema shorthand so audiences knew what to expect when they saw a movie.

Remember, movies weren't mass market back then. Neither were tvs in every home. Having quick to understand tropes like this aided a lot to newer audiences.

The "dumb blonde" trope didn't really happen until the late 1950's/early 60's and Munroe.

The trope morphed from good and innocent to sweet and innocent to basically dumb and non-worldly.

Black haired women went from bad girls to snarky bitches instead.
