Morelike it's a bizarre clusterfuck of elements from both 2 SaC seasons and the original film. The antagonist has the name of the Laughing Man, the abilities of the Puppet Master, and the appearance and relationship to Motoko that Kuze had.
Hell, they even reference the red jumpsuit from Arise in the shot of the club scene. It's seems more like a hodgepodge of references to get the fans salivating than anything of consequence.

I don't think it's an inherently bad idea to make live action movies based on anime or games, any more to make movies based on novels.

It's just that, when basing your work on other visual material, it's very easy to get lazy and just copy scenes / visuals, often superficially and without understanding context or the tone of the source. Meanwhile, with written source material you are forced to imagine and interpret yourself.

To be fair, cyberpunk places pretty strict limitations on what the protagonists and antagonists can be.

So a story about a bunch of heavily augmented agents of the military technocracy suppressing anyone who seeks to upset the powerbase of the technocracy can't be about high-tech low-lifes.

Cyberpunk isn't about the protagonists. It's a genre about the setting.
Sure the most common stories told in the cyberpunk setting tend to be crime noir style with low lifes and losers but portraying a story from the point of view of the people in power, where they are the good guys, doesn't change the overall tone.
Especially since, at least in gits, the characters constantly question themselves and their situations.
