His problem is that he was introduced as obscenely op and now every fight he's in that doesn't involve someone at Thanos's level will have plotholes.

Like, he's hyped up as stronger than all the Avengers together, the game-ending superbeing who Ultron can't possibly upload himself inside, etc. then he becomes a good guy and he has to be relegated to just "an Avenger".

He should have soloed Ultron in the climactic battle with all his specs. He should have ended the Civil War in 30 seconds. He could probably solve all the world's crime problems in less than a year, if that.
