A lot of offices don't use cubicles in order to promote communication and well being. The truth is they just want to see how much you are slacking.

They did use some sort of separation walls in the HR department and Kelly's one, same with finance.

But in the show it's just about being practical. It's easy to have everyone ready for action, how do you expect to zoom in to Jim's smug face if he's behind a wall?
