There is no 'character' there to be good. He doesnt develop or show any emotion. He just looks cool

It's inexplicable as to why they just didn't let him survive at the end of the The Phantom Menace.

That's one of the problems of the prequels. Too many fucking villains that are introduced then discarded.

Tarkin is the only valid example you gave but he was a full on supporting character and has even been expanded upon in a live action/canon movie.
