I just did a frame-by-frame to check, and it looks like there is recoil, but it's subdued because he's holding the gun tightly with both hands - as you normally would to keep it stable and stop the recoil from blowing it out of your hands. As soon as he fires the gun you can see his hands jerk down towards his legs; since the gun was firing upwards, the recoil forced his hands downwards.

The lady in the video is holding the gun with one hand; I can't think of a single gun that is designed to be handled that way. She fired the bullet to her left from her perspective, meaning all of the recoil force should be directed into her right hand, causing it to jerk to the right in a similar manner to Budd Dwyer. Instead her entire body drops downwards, still holding the gun to her head as if nothing just came out of it really really fucking fast.
