More importantly Heyerdahl does the persecution - he is there at every turn of the protagonist's life to ruin it, yet he isn't a constant enough presence to be like Cobra Commander "I'll get you next week with my new scheme lol"

He's just, a persecutor is a great way to describe it. Every time he reappears in a new guise something absolutely horrible that turns the whole series on its head happens. With plenty of circumstantial evidence that when he's offscreen, he's obliterating someone else.

Shame the show is kind of shitty aside from him.

Cast Goku and senpai as Asians, get a tall black guy as Piccolo. Cast Bulma, Yamcha and Tien white. Also make Krillin white.
Then do the Vegeta arc and make it a movie about a distant father, Goku, learning for his family and the survival of Earth; while the other story is Gohan becoming a teen/man with his surrogate father Piccolo. Also intermix moments of Bulma looking for DBs, the others training and Vegeta and Nappa coming to Earth. Final 40 mins of the movie is filmed in the desert as the climatic fight happens.
End it like the manga.
