My interpretation of it is that he didn't want to die, not really. He got there and his nerve broke. I'm pretty sure that even if the SS guys hadn't interfered he'd have run off. Wiping out the brothel satisfied his killing urge and didn't get him into any hot water (like killing Palantine would've). Just my thoughts on it.
