It's fiction. There is no such thing as a "real zombie" to compare fictional zombies to, so there's no way to nail down the idea.

The core of the idea of a zombie is malevolent possession, i.e. some evil outside force taking control of your mind/body and using it for evil. That's really all that defines the subgenre. The force can be a voodoo witch doctor, Satan, aliens, rays from a comet, tissue grafted to a woman's armpits after a motorcycle accident, a virus, a parasite, sonic radiation, etc. Pretty much every force you could imagine has been used in the premise of a zombie story.

Also the zombies can be living or dead, fast or slow, smart or dumb. Those distinctions really aren't essential to the subgenre and people who insist on them are just being pedantic, like I was making fun of with my "voodoo zombies are the only real zombies" joke.

The malevolent possession definition isn't a clear definition anyway, since it bleeds over into other subgenres like Exorcist-style demonic possession, Dracula-style vampire covens, and Manchurian Candidate type stories. I don't think this is a problem. Genres are fluid. You can combine ideas in pretty much any way.

I'd say that zombie stories are just possession stories with a certain spin on them. The one element that might distinguish zombie stories as their own clear subgenre is that they're about mass possessions rather than individual possessions. So the movie The Exorcist is a demonic possession movie, but Demons or The Evil Dead are both zombie movies and demonic possession movies.

Besides that, looking for other definitive elements is just splitting hairs.

Two different kinds of horror.

The fast zombies are more of an immediate threat but it reduces them to the same status as any other kind of monster. So the rules of survival are the same as, say for the xenomorphs, werewolves, etc, outrun the slowest and tool up.

With slow zombies it's more psychological horror. Humanity is reduced to small islands amidst a sea of the dead. Run as hard as you can, but you have to rest sometime, and then the slow shuffling steps are catching up. The fear here is the inevitability of the survivors' situation.

Some recent books have started mixing the two. The infected people slowly turn into feral fast movers who run and bite; upon being killed (conventionally) they resurrect into the slow shamblers who can only be stopped by headshots. Z.A.Recht's Morningstar books do this, as does Mira Grant's Newsflesh series.

The Morningstar Strain is a bit juvenile (in delivery but not content) but the Newsflesh books by Mira Grant (a pen name of urban fantasy writer Seanan McGuire) are well written and her world building is much better.
