No, it doesn't. I'm not sure that there's even a single neon sign in the film(not that it matters very much), and the overall visual aesthetic is nothing like what most people would think of when they read "miami neon aesthetic".

Not sure if this goes to this category, but Out Of Time with Denzel has nice and moist miami atmosphere.
