Kanan was only a Padawan before Order 66 removed the Jedi Order. "Jedi Padawan" is not a rank; "Jedi" only gets added to the title with Knight or Master. Ahsoka was also just a Padawan, because she didn't accept the Council's bullshit promotion at the end of her "banished from the Order" arc before she left.
