Before Nuclear Warfare changed everything, it was not uncommon for countries to try to expand their influence and boost their quality of life (and the quality of life of who they conquer) through militaristic land expansion. The American did it too when they conquered land from the Natives and Mexico.
They were also retaliating against being politically abused by the victors of WWI, a war in which there truly was no real "bad guy" or "good guy".

Because he did not want to be responsible for the death of other Germans. He was hoping everyone else was the same and would also politely decline. Maybe the Basterds would have killed a few of the Germans that were up ahead. Maybe they would have killed them all. At least he didn't rat them out and send the Basterds out to butcher them. He may have been a Nazi, but he still cared for Germany and the Germany people.
