I was just wondering if I should be applying for a visa or something like that. Not sure how that works. The thing I was about to do is called a visa waiver programme (VWP), is that what I'm supposed to be doing? Also, I'll be there for 9 days, hotel paid for and everything. How much money should I bring for JUST FOOD. Nothing else, I just need to know how much I'll need for food. Thank you!

If your hotel is already paid for, I presume you know where it is. If you would tell us, it would help for determining food costs. I would expect, for example, San Francisco to be more expensive than Mobile.

Very much yes. Otherwise you won't even be allowed on the plane. Good thing you asked now, it usually takes up to 72 hours (usually less) to process.
As for food: will you cook yourself, eat out, eat out big-time? Where are you going? Will you be travelling around? This is too vague for the Puerto Rican conga board to answer. Figure it out yourself.

presuming you have a british passport you should have already applied for your ESTA when making your reservation, other than that you do not need to do anything more for VWP
if you turn up to the airport without your ESTA approval, do not expect to board the plane

St. Louis has some nice parts but you really should research areas before you go
I'd buget on the conservative side and say $20 a day for food so between $200 - $250
maybe closer to $300 since it can be hard to change currency?? $250 should still be though
A night of drinking is probably $40-60 fyi if you are going to plan for that
find a Trader Joes and get some groceries your room should at least have a microwave and a mini fridge
