Will an initial arrest of T.W.O.C. and assault make me inadmissible under moral turpitude even if those charges where dropped and I was convicted of driving without insurance and a D.U.I. both resulting in a £100 fine each and a 12 month driving ban upon receiving my license. I also tested positive for Cocaine in the police station where I was breathalysed but not charged for this.
Yes, when they ask for police records, it's to deny the entry of subhumans.

I don't think you'll get denied just for vacationing but anything further than that might be a stretch

don't say anything stupid. If you say yes that gives them the right to look. All they are looking for is felony equivalents. If you open up your big dumb mouth the worse that could happen is that youll need to get a regular more expensive visa and not the cheap e visa

first: tick the box "have you ever been arrested" with yes.
sub questions (also the border patrol officer will ask) what degree. In your case, offense against property (car theft). Usually they dont bother with DUI.
they will ask at what age you commited or when you commited the crime and what sentence you received. Usually offenses under 12 months and older than 5 years should be considered admitable as long as your crime history is limited. if you had 3 arrest because of twoc, it wont work.
Things like manslaughter, abduction, false imprisonment, rape or even murder, do not even bother buying a ticket or filling out the esta form.
