OP, for just avoiding undesirables in crowds, rapes, street crime or hassling...
it is for sure Hungary doesn't allow immigrants. Been pretty local about stopping their trains and kicking them out. I'd pick that one. Also Vienna is prohibitively very expensive, so it'd also be a last choice for people starting over (I'd guess it would still be quite safe). Adding in a couple side excursions from both, you can have a really nice vacation in those two countries of about 10-20 days.
OP, for avoiding random acts of terror, I think just avoid cities and public transportation, spots where people gather in a big way, from festivals to public squares. Avoid cities really. Get in, do your museums, get out. Immigrants need low end job like restaurants, ride buses, walk, etc. As a nervous person or say a single female on business, you will want to do things like stay up a star in accommodations 3rd floor or higher and low profile, order your transport from a car service used by your hotel (vetted), not just flag a random taxi on the street where they pick out you. Using uber where you can see a driver name might not be a bad idea. Don't do things you wouldn't do at home, like walk at night, be on quiet streets, etc. At home, you'd be in your own vehicle, so rent a car. Don't slum it in food choices, but dine well.

because there are no special situations unheard of in any country of the world you could encounter here. Sure, we have burglary, rape and murder. You do as well. I imagine you protect from it just as we do here - avoid sketchy-looking groups of young men during the night, avoid city districts known for especially high crime rates, etc. If a woman dresses provocatively and goes straight into some shady neighbourhood after dark - it's retarded, lacks common sense and she's basically asking for something bad to happen. If she dresses normally, carries a mace and avoids shady strangers, she can feel reasonably safe even in some worse districts and after nightfall.
