Here is something interesting.
I live in the UK and this can be found on the first page of ones passport.
"Her Britannic Majesty's Secretary of State Requests and requires in the Name of Her Majesty all those whom it may concern to allow the bearer to pass freely without let or hindrance,and to afford the bearer such assistance and protection as may be necessary."
Here is what I'm thinking. This is essentially a royal decree, and violating such a decree would be treason in the UK.
So, If you have a UK passport and you are traveling within the UK. If you come up to a toll road like the humber bridge, then, they MUST "allow the bearer to pass freely without let or hindrance" by decree of Her Majesty!

DESU, If i could drive and I lived close to a toll road i would. If anything, If it is done in a non hostile joking manner, it would brighten up the operator's day to hear a unique reason to why somebody shouldn't have to pay.

I live within eyesight of the Humber Bridge, unfortunately I think they've replaced all the humans with an automated system unless you're a lorry driver with some kind of unusual load.

I went over the humber bridge about a year ago, and they still had manned booths, how recent was this change?
I know at the time their was an automated system in place for frequent travelers that displayed some form of special permit in their window that charged the toll to an online account that you could pay off monthly.
