Manchester and Bristol are my favourite 2 cities, both very cultural with lots going on but not as ridiculously as expensive as London.

Can confirm Winchester is nice, if almost too respectable for its own good. Has a great vintage clothing store, and the cathedral rocks.
In general I'd say England has lots of nice smaller towns (say, many but certainly not all of the cathedral cities - steer well clear of Rochester, for example, and Ely isn't much either, and Peterborough - no way), but the larger cities are more hit and miss. Cheltenham is vastly preferable to Gloucester, Bath is lovely.
Nottingham is OK. I was expecting worse, but I like it.
