It's definitely a phoenix, but it doesn't quite match either the Hunger Games phoenix images, or the Star Wars phoenix logo.
And it looks like it is projected on, not painted or plastered, as it is considerably brighter than the castle itself.
i mailed the city of ghent and got this reply:
"This year the theme of our winterfestival is ‘The Swan Lake’.
The picture you saw on the Gravensteen, is the symbol of the swan designed by the event agency.
"
so it wasnt a phoenix or a dragon. but a swan.
and it is projected on there as anon said.
It reminds me of the Phoenix symbol on the city flag of Phoenix, Arizona.
