Pretty much this. I lived in BH for 4 years, my extended family always asked me about who I've seen. I never went searching for them, but just ran into them doing day to day stuff. Just by being in those areas, you increase your chances. You could go months without seeing anyone though.

You can drive up and down popular shopping streets (North Robertson, Melrose, Golden Triangle, etc) and just look for paparazzi hanging out. They're waiting for someone to come out or go in. The Beverly Center can work, too. I honestly don't give two shits about hollywood, but it's funny to see famous people doing normal shit like eating chinese food in a mall. Just don't approach them or ask them for a fucking selfie.
