i was there for a day maybe a little over a month ago. nice enough place beautiful city but most of the museums where closed to have work done. tho i was only there for a day so wasn't planning on doing all that much.

How is it just for strolling around in ?

found it fine to walk around in the city. got some cheap crepes from little place that opened onto the street. i only speak english but never had any problems with language when just doing basic stuff.
It's a nice place with a nice vibe and fantastically friendly people. I love it, but to really experience what Albania is all about, you need to visit other places too. I would suggest the North - take the Koman lake ferry and hike in Valbona.
