Well... I always thought it should be voluntary. Since not all of them want to, and not all of them are even smart enough to.

Have two kinds of citizenship, one that gives no protection outside of preventing them from being caught (making them a registered pokemon), and one that actually gives them full citizenship and all the boons and restrictions there-in (including property rights).

As a trained Pokemon myself, I fail to see why preventing them from being caught completely is required. I do see severe reforms in who should be able to own a Pokemon license, and reforms in the process of creating a Trainer-Pokemon relationship- that is, it should be voluntary for the Pokemon, and not simply forced upon them- but I do not see the abolishment of the practice outright being required.

It wouldn't be required. It'd just be an option for pokemon that don't want to be part of human civilization entirely. If they are sapient enough to understand how to interact they should be allowed to keep themselves from being caught.

Likewise, pokemon that aren't smart enough to interact with the system won't sign up at all and can still be caught.

Finally the last ones, those that sign for full rights, can still choose to battle and even have a trainer. They don't need to be property to do that.

Abolition of capture is the most likely future. Human history is made up of enslavement and abolition, where others are looked down upon, but then embraced as fellow man when the barriers between them fall apart. With all the improvements in translation tech and pokemon-friendly tools, those barriers are falling faster than ever. As for this... you lose sight of a key distinction. The Pokemon-Trainer relationship, at its best, is not slavery, but a sort of partnership, in the same vein as a familial tie. At the current moment, of course, there are Pokemon-Trainer relationships that are like slavery, but not all of them are thus. That is why I call for regulation, not abolishment.

I perhaps mispoke, I was just commenting on human nature in general. Most humans feel uncomfortable about any sort of perceived enslavement, if they are able to sympathize and empathized with those they perceive as enslaved. That's why I feel pokeballs and capturing will ultimately be outlawed. Not because of what pokemon desire or like such an outcome, but because human society will feel it is an ethical issue that needs to be stamped out.

I myself would enjoy the trainer-pokemon relationship, but pokemon seem to find my presence disturbing at best.

The only reasonable use for a pokeball is for emergency vest. Too bad those never really made it big commercially though. There aren't many psychics who could do it, and even fewer who would demean themselves to being glorified postmen.
