I usually don't like hair like that because they simply don't fit, in my opinion.
Zootopians are not the usual anthro, the "human with fur, a tail and muzzle", they are much closer to their feral counterpart. Slouched shoulders, paws and proportions much more similar to a feral animal. Hair here doesn't fit well.
Gideon, Gazelle, Swinton, from this point still make sense to me because they have basically modified tuft of fur. Even colored manes and bangs like Priscilla or Gertie.
FruFru has a wig imho, but still surgically implanted is a viable way.

There are probably a lot of martial arts esque disciplines in Zootopia, utilizing the regular breathing methods and other self-control techniques alongside a few fighting styles that don't use their claws.

As far as general population is concerned, I think preds would use guns regardless of how people thought they were more civilized, since being able to shoot a motherfucker from 10 yards away will always be better than getting in a knife/claw fight with someone.

Firearms don't exists in zootopia's universe. Probably outlawed everywhere, so noone is producing them, and punishment for making/owning/using one is probably so bad that not even criminals see the point in using them. IF they need someone gone, they are other methods.

Guns in Zootopia have always seemed a bit iffy to me; there is such a wild variation in sizes that making guns would be a huge issue, especially in early development. Firearms would have to be made for a specific size-class, which would make mass production difficult. I doubt a musket from a rabbit would do significant damage to a wolf, let alone any mega-fauna.

I think there would be more focus on chemical-based combat; poisons and such, and when we get to a modern era we get tasers that they can set the voltage of, and tranqs that they could have different darts for.

This is my opinion too, poison/toxins/muscle relaxant and the like. Maybe with a little lever or something to quickly change the dose depending on the size of the target (small, medium, big) and eventual resistances to the chemical.
Also this gives the advantage that, using a needle as a projectile, there is much better penetration for targets with thick skin, like rhinos or elephants.

Except mega fauna can still rip to shreds anything that stuck it with a tiny dart for at least a couple seconds afterwards. This isn't even considering body armor and other stuff that darts will just never break through with their slow velocity.

That's true, but the problem is present also with firearms. Except extremely destructive and/or well aimed shots with enough power behind (both unlikely for small mammals) the result will be probably be a wounded but extremely enraged mammal.
Also, unless it is military grade solid plates usually arrows, knives and similia are easily able to penetrate body armor like kevlar vests, because they move between the fibers. Also body armor stop bullets too.

For the most part, Parking Enforcement Officers or "Meter Maids" is a separate position from patrol officers. As far as I know, it isn't something cops are assigned to, the city usually gets people specifically for those jobs. You don't even need to go through a police academy for it, though some areas do have that as a requirement (at least to learn traffic laws). Assaulting them is the same as assaulting any other city employee like a fireman or a policeman. Some areas do give them full arresting powers, but usually they are limited in what they can do and more of 'peace officers' than anything.

For Zootopia, they probably just have it where the ZPD doesn't bother hiring outside for that position and just assign it to officers in rotation (just so we can have a depressed bunny), though how Judy clarifies that she is a cop at the ice cream shop makes me pause.
