It's the other way around. Nintendo pushes Isabelle so much now because she was already popular and Nintendo is very experienced in milking any popularity for all of the money they can get out of it. Nintendo doesn't create popularity, they just take advantage of the popularity they get lucky with. If she wasn't popular in the first place, Nintendo wouldn't waste their time with her, and she would've already been shoved back into the closet with all of the rest of their forgotten characters.

It's actually far more likely that the people who like one of the generic neighbors are the ones who probably don't play the game, and their impression of the character is just what's commonly depicted in fan art. The picture that you posted, for example, has absolutely nothing to do with the character in the game. Anyone who waifus Olivia because they think that she acts like that is pretty much just waifuing somebody's OC that happens to look like Olivia. The same applies to Whitney, Ankha, Tangy, and any other villager that's popular because of a fan-created personality. They don't like the actual character, they like an OC, and have probably never played the game.

You're right about Nintendo failing when they try to push a character. It's clear that had hoped to push Lottie and make her as popular as Isabelle and their attempt fell flat. She even "took over" the Animal Crossing twitter, but people just wanted Isabelle back. Nobody was rushing out to the stores to buy the Lottie amiibos, and Lottie only has a handful of actual porn.
