Couple of possibilities.
When people are at a point where their scribbly sketches look very dynamic, but cleaned up lines make the work look stiffer and more boring, that's just lack of skill at play.
When we look at loose sketches, our mindset is fairly forgiving and our eyes pick the "correct" lines from the mess of a sketch and make it look very lively.
And if your line work is good but you're still getting more notes on the lines than finished colors, then your color work isn't good enough and it takes away from the good line art.

YCHs honestly shouldn't take months+ unless it's some really elaborate project. How long is the animation? Is it a loop or some small storyline thing? there's a difference between finishing up 10-20 frames and 100+ frames. the person you're buying from should at least have told you how many frames they're going to be working on.

As for single illustration YCHs, all the hard work to an extent is already done. The base sketch, pose, context. Depending on presentation the linework may be done as well. That should be inexcusable within reasonable means.
