Okay, so we're declaring a block of 16 bytes of memory on the heap. Normally, I would not allocate this small of an amount of memory on the heap unless the final amount of memory needed was unknowable, but I suppose it's fine.
Less fine is the fact that you made it const. Now, there's technically two types of const pointers in C and C++. There's a pointer to constant memory, and there's constant pointers to mutable memory. The difference is whether the keyword const appears before the * symbol (pointer to const memory) or after (const pointer). You can do both if you'd like, and that would look something like this:
const char * const str;
But to be honest, I don't know many people who do that.
Anyways, since you made a const pointer, the compiler is going to make the assumption that you're not going to mutate that memory. When you pass it to primeswap, the compiler will complain, because primeswap takes a char* and not a const char*, and therefore may end up mutating it, which is a contract violation. Since we explicitly know that we're going to mutate the memory in place, you shouldn't be using const.

Here, we let the original testString go out of scope without using the delete keyword. Raw pointers do not have destructors, and as such, you have just created what is known as a memory leak. In the future, if you are going to use a raw pointer, you should always match new with delete, malloc with free, and whatever other alloc function you use with its respective deallocation function. If you instead used a container class that wraps around the pointer, such as unique_ptr, the pointer would be deleted automatically when it left scope.

On the stack (or technically in initialized memory if you make this global):
char foo[] = "hello world";
Or as a pointer:
const char *bar = "goodbye, world";
Unless you declare it explicitly on the stack as an array, the type of a string literal in C++ is const char*. This is probably for the better, because the default place most compilers like to store your string is in read-only memory. So when you do something like this:
char *str = (char*) "test string"; // This is how you remove const btw
primeswap(str, 11);
You're actually going to cause a segmentation fault because str is still located in that read-only memory. You just removed the compiler's ability to bitch.
In any case, I never said you could change the signature of the function. But strictly speaking, you don't need to. A simple stack array decays to a pointer when passed as an argument to a function.
