Ok, here is go.
First look at pic related, it should give you some ideas already on what to fix.
First thing, the muzzle. The length and slope are good, however you outlined the center part, while you should have outlined Nick's leftmost (on the right of the drawing) part. (Imagine a lamp is shining on it. Then remove everything but the borders.) Since you move everything to the right it should cover part of the eye too (just delete every part of eye on the left of the muzzle's "vertical" line.
The lower part of the jaw is usually smaller than the uppermost one, so shrink it a little. Doing so should also free a little bit of space on the left, making a strip that connects the face to the neck.
Speaking of neck, move a little to the left the neck's line. Foxes in Zootopia have large necks. Also, doing so, you fix the little asymmetry between left and right that you have created by adding that little piece of shoulder. As it is Nick's head seems a little bit off-center.
Add a little curved line on the right of the chest (your right, Nick's left side) to represent the pecs, otherwise the arm seems to create a single, flat surface with the chest.
Maybe move the hips location a little bit lower, since foxes have a long torso.
The proportions and the rest seems right, especially for a nouveau drawfag.
Add fluff. Always more fluff. Especially the cheeks.

The fact is, why is it better? This is the question I always have.
I KNOW there are people who are better than me at drawing, it's normal. Those people probably have drawn for a much longer time than me.
Don't be upset, because they also had the same questions you and me have, the same doubts about themselves and their abilities, nobody is born learned. See them not not as opponents, but as mountains to climb. You don't need to mope, you need to ask why? You need to know what the other did better, use them as teachers.
Regarding the stagnation, usually there are three main answers.
The first is shitty instruments. I've drawn with a terrible tablet and I couldn't see myself improving for a lot of time.
The second is lack of diversification. You need to exit from your comfort zone, draw something that you've never thought drawing, a technique you never used, studying new ways. Maybe you will fail sometimes, but then you will master it and grow as an artist.
The third path is the lack of a good critique. You can't see your errors or you can't see yourself improving, because the worst critic is yourself. In the first case don't have fear and ask others opinions. Be prepared to take them all, and learn from them. In the second case you have to look at your old drawings. I know it is painful, but you look at them and you will say "Look at this error! Look at this thing!" and you know that you had grown, because you now see (and can fix) the problems that you had in the past.

Also it seems that your problem involves these cycles. Drawing ability is like muscles: you don't train it for some time, you lose some of it. You need to get back at the level you were before.
You need to learn again, be a student to become a master. And remember that you need a lot of time exercising before saying something about your lack of growth. Drawing is something that has to be cultivated with patience.

It's a comforting lie, to make posters feel better about themselves, but at the end of the day it's obvious viewers will appreciate higher quality art more.
Nothing bad about it and it doesn't mean artists shouldn't work on self-improvement regardless of their skill level, though obviously a beginner will not receive as much interest as an experienced artist.
The only exception here would be someone's very first scribble as members of the community will rush to encourage the budding contributor to continue growing. First baby steps are both cute and endearing and everyone wants to be there to offer a helping hand.
Shortly afterwards the initial enthusiasm wears off, which is also alright. One should continue working and improving and let their achievements speak for themselves instead of focusing on quantifiable attention by the way of forum replies.
tl;dr it's hardly "two cakes". This shouldn't be a reason to stop improving, though.

Until I realized it's meaningless. I'm not drawing to impress other people. I'm doing it because it's fun to get my ideas on paper and see my own evolution in this field.

I'd rather you not - it'll be easier if you accept the fact there always will be people better and younger than you. Work hard for another couple of months, and you'll be bound to find someone older and less experienced than yourself though.
You need to remember art has so many forms there's always a room for improvement and nobody has mastered all facets of it. Pens, pencils, markers, oil, gouache, watercolour, chalk, ink, each with its own set of techniques and tricks and don't even get me started on digital drawing which offers nearly unlimited means for expression. Just quickly look up the number of digital techniques to draw fur.
Once you manage to grind through the fundamentals, such as anatomy, construction, light and colour (and this is where most people give up), you'll be rewarded with endless opportunities for growth.

i know there's always someone better and i've accepted the fact. i've got a medical problem, so my mind goes in ways that often aren't following logic that i know and it's tough to calm myself down/veer out of these moods. i've been improving in that respect, but sometimes it just hits me.

This pile of cringe is how I drew in high school.
No one starts out with talent, and many take years to hone something even remotely acceptable to themselves.
I'm not saying you have to keep going, but if you genuinely want to get better, do so. Don't be jealous of others, as that's like comparing apples to oranges. It's fine to acknowledge other artists are 'better' than you, but there's always something in art that only you can bring to the table. Once you figure out what it is, there will be nothing stopping you. You just have to keep going.
I don't know how helpful or encouraging this is, but the point I'm trying to make is if you want to create, create. To hell with the outcome. You'll get better each time you do it.

Anon, I really wouldn't place artists on too high a pedestal. Just approach them as you would approach anyone, and don't be fearful of asking for advice if you're stuck; the CC's in these threads are really supportive, and we're lucky to have the people who we have here, so there's nothing to fear.

Allow me to say my last thoughts as well.
First, tracing poorly is a thing. Technically you can do everything poorly. But you need little technique to trace easily.
It is also true that coming up with something yourself is not the same. But that is a problem of imagination, not drawing ability, and can be solved by looking at all the drawings you can, learning. Then you can imagine the situation easily.
And you say that there are people that cannot get better as a fact. However drawing is a mechanical action. You have (except exceptional cases) the same instruments as any other. It is not an athletic race where there are genetic freaks with natural hypertrophy, or are full of steroids or something.
What you have is the problem that you don't know how to progress. The road is there only a little hidden. What you can do is one of the following:
- Continuously attribute everything to misfortune and do not progress.
- Begin a strenuous study to find what you are lacking. It can be brief or long, it depends. I spent many days learning how to draw paws. Are they the best? No. They are better than before? Yes. Did I progress? Yes.
- Ask for help. Here everyone can get help and suggestions in how to get better, to see what your drawing are lacking. I highly suggest this route. And, if it doesn't work, what did you lose? Nothing. If it works, what do you gain? Everything. You have only to gain.
These are my thoughts. If you need help, I'm here. I'm still not so good at drawing, but I'm much better at seeing what doesn't work and help anons

So, yesterday there was a discussion about Nick's personality, specifically his supposed reliance on Judy but it went into other parts as well such as his motivation for joining the ZPD and his habit of keeping mementos.
So let's talk about Judy now, what are some personality traits anyone thinks are over exaggerated within the fandom? Any traits that are overlooked or understated? Any traits the fandom applies that someone thinks is just pure fabrication?
Personally I hate it when Judy is presented in a state where she gets so emotional that she does nothing about the situation she is in. Judy isn't like that, she went to help the "fox father" at the first sign of bias against him, partly to make herself feel better. She went around her boss to help a wife find her husband. She tried for months to fix Zootopia after the press conference. She throws herself into the situation, with mixed results. She isn't one to stand back without at least trying to help.

She's also somewhat insecure. When she broke the city, she didn't have the strength to stay and try to fix it, she ran home to mommy.
The times we see Judy being confident is when she's in cop mode. Cop Judy standing up to the elephant shop keeper. Cop Judy shaking down nick with the tax info. Cop Judy standing up to Mr Big.
When she can flash her badge at people (like at the ice cream shop) she's confident to the point of reckless. But outside of that she's often much more vulnerable.

Honestly I hate even the whole "rabbits got to mate constantly" idea. Just like the whole "heat" idea, I think evolution would eventually throw away that trait once bunnies weren't killed in the thousands since predators no longer ate them. Maybe remnants of it exist as a stronger sex drive but not to the insane "bunnies need medication so they don't think about fucking 24/7".
As for Judy herself...I am "meh" on the idea of her sexual experience. I will argue one case though;

Even then, it isn't until Bellwether is basically rewarding her for her mistake at the press conference by making her the face of the ZPD that Judy decides enough is enough and quits. She doesn't deserve the fame or the badge, what else is a rabbit suppose to do is what she is thinking.

Personally, I kind of want to give Judy some leeway when it comes to that scene because it might just be everything catching up to Judy. Nearly getting killed by a savage jaguar, nearly falling to their deaths, finding out that said savage jaguar suddenly goes missing, and then having her boss dismissing literally everything she is saying and tells her that her time is up, the deal she agreed on. Combine that with her respect for authority and how her position as an officer won't help her here, it most likely just caused a shutdown for her. I am of the opinion that if the two developed romantic feelings for each other, Judy would be the first to have them. Judy may have shown Nick another way, been the first mammal in years to trust him, but Nick did plenty in return for Judy, starting with standing up to Bogo. He didn't have to do that, he could have let the bunny, who blackmailed him and nearly got him killed by a mob boss in an act of sheer stupidity, get fired, got the pen back, and been on his merry way.
