That is what I had figured as a headcanon, I simply can't wrap my head around countries developing in a world filled with multiple species. Especially if Zootopia was the centerpoint of mammals co-existing together, it would either have to be the capital of any country it is in or be its own city-state. The only thing that could even counter this would be Judy refering to tax papers as a federal form, though that could easily be Zootopia being a federal government over all of its "district-states", Tundra Town, Rainforest, etc.

It helped that the movie ended at the start of another worthwhile story. Of all the new movies Disney put out, Zootopia is the one most deserving of a sequel because of how it ended. I guess Moana is in the same boat (ha ha) but I'd be satisfied with the ending we got since we all know how their history turns out. Big Hero Six should do us all a favor and stay as an attempt to become a comic series about the world's blandest superhero team. Wreck-It-Ralph's story is done, I don't know why they're making a movie about the Internet instead of video games. Tangled was awesome and I'm not complaining if they really make an animated series, but there really isn't a need for that.
