In order for this particular fetish to cause an increase in laundry cost you need to shit in your underwear at a higher rate than you normally go through your underwear on a day to day basis.

There are two ways to prevent this:

1.) Moderation-- if the individual in question only shits his/herself like once a week, and does laundry on a weekly basis, then that's (at most) only one extra set of underwear that needs to be washed, which would have a negligible effect on your water bill.

2.) Don't use/buy separate underwear for the sole purpose of shitting in them. You assume that each set of underwear used is a new pair added to your laundry, which may not be the case. For example, a woman who wears her normal underwear throughout the day and then at the end of the day decided to fill her pants, has not created a second pair of underwear that needs to be washed, rather, she has simply has a single, extra dirty pair. As a result it is theoretically possible to have a shitting regimen where you could shit yourself every day at the end of a week day, dispose of the excess fecal waste, sleep naked, and then put on a fresh pair in the morning and not do any more laundry than before the shitting regimen.

That said, if someone was to actually do this, they might have some extra expenses in which they might need to get stain remover as well, or just allocate a set of underwear that you don't shit in that you could reserve for occasions in which people might be seeing your underwear. (Like say, a one night stand.)

The point of the matter is that if you plan your shits well, you won't have to deal with much of an increase in expenses; unless bourgeois decadence is part of your kink too. But if that's the case, then just use diapers because while disposable, are not reusable.
