The picture you linked is an animal with human features, familia. Hell, humanized is that too since the ponies ARE NOT humans and they're the base characters.

Notice that has you go up the numbers on this "anthro" chart the character gets more human. That's because anthropomorhic means giving human traits to non-human beings. In the case of MLP humanized actually is about as anthropomorphic as you can get. A humanized pony IS a fully anthropomorphized pony.
If we go by anthropomorphic than that means I can flood this thread with humanized since it's about as "anthro" as you can get.

That applies to everything on that chart. The ponies AREN'T human. Even at 1 the ponies speak and have human behavior. At 5 a pony is drawn as a fully human character. They're both anthropomorphic because ponies aren't human.

The most common usage of the word "anthro" is human + animal traits, not anthropomorphic not anything else. That's always been the context here on 4chan as well.
Anthro incorporates anthropomorphic elements but it isn't always anthropomorphic. It can also apply to zoomorphic pictures such as humans that have been animalized or zoofied.

Anthro is a spectrum of different styles, there is not uniform style. Some anthro have pony legs, others don't. Some don't have such and such traits.
The uniting trait for the usage of anthro is that they have human and animal traits.

Like you may have a point if Princess Luna was a human character but she's not. 4 isn't a human character with animal traits, it's an anthro pony that leans slightly more humanoid than 3. Also 2 isn't anthro, it's semi-anthro which is used for bipedal but otherwise animal characters.

It's very easy to tell humanized and anthro artwork apart; just take one look at the face. If there's no muzzle / snout or anything like such, it's not anthro. (inb4 ape fursona) Of course an artist could fuck up by drawing a human face on an obvious animal body, but then it's just neither. It mostly depends who tags the pictures.
Some users don't think anything with a human face could be anthro but the general stance is that it depends on how pony the overall character is and having a human face does not deter from that.
This picture for example went through a few tag changes because it was originally tagged as anthro and people kept changing the tags because of the human face.
