To my mind, a pretty big bet.
The Bismuth bubbling has parallels with quite a few things between Rose/Steven actually. Rose could never fix the corrupted Gems, and bubbled them away in the heart of the temple. Bismuth probably warrants the same treatment, but Rose was afarid/ashamed of what happened to Bismuth, so she hid her away for thousands of years.
Steven wants to heal the corrupted Gems. Hence he is the one who unbubbles Bismuth.
Although this could all be misplaced pottery if it turns out that Bismuth was merely bubbled because she committed some grave crime.

Honestly, I think Bismuth, assuming she goes how I think she will, is taking a bullet meant for Jasper.
Jasper's main story she could tell if she wasn't redeemed was that of the old war dog. The gem that couldn't handle the peaceful world of Earth and was driven to madness by her deep rage/desire to fight, to the point where she was too much of a threat.
However, Bismuth seems like she could be that WAY better now. Especially considering her connection to the CGs and her generally kind demeanour. Her being the war dog that can't rest/is constantly in combat mode would be far more poetic.
That leaves an opening for Jasper to be the alternate then. The war dog that finds a home where it can still serve a purpose but also be among people it loves.

Barn Mates even taught us that Jasper wasn't the one to interrogate Lapis, that was all Peridot. It took less than a day of Peri and Lapis meeting again for Lapis to not just be okay with her, but accept living with her no less. People overblow "muh abuse". In storytelling in general romance can make the "idea" behind a relationship far more meaningful (it's the exact reason why Jasper and Lapis would be better as an actual relationship than just friends). And the idea behind Amedot is very important to the show's themes
Plus in SU specifically love is a concept that's in direct opposition to Homeworld logic, it represents what's special about humanity and the Earth, and Amedot being itself a representation of that opposition it becomes even more meaningful
And I'm not going to pretend I don't ship it and don't find it cute, but I also firmly believe it would be a good storytelling choice above all that
