It DOES, actually. If the girl turns into a guy? That works just fine for me. Same as girl-to-dickgirl.
But even that's rare. What you find much, MUCH more of are sequences of guys turning into girls, or guys turning into herms. It is super fucking easy to find guys growing tits but surprisingly difficult to find chicks growing dicks.
