Economy is a delicate thing. If Aragorn had no tax policies and shipping was cheap, a neighbor kingdom can produce goods dirt cheap putting local producers out of business and create dependency, which is obviously not convenient in case of war because local producers won't have the experience and tools necessary to produce the same goods, generating shortage and the other kingdom having the advantage in war.
