Pretty much, kind of a "Hey remember these crazy late 80s/early 90s cartoons?!" It was pretty well made though. The VHS degradation effects were pretty good on most parts too, but some parts they just overdid it.

There has never been a rumor like that. The only people who think that she is being paired with Angel are the tumblr goers who think any two characters of the same sex that show any kind of friendship MUST be in a sexual relationship. Its very clear that the actual pairing is leaning towards Raph and Alopex. It's been completely confirmed in the comic that Raph feels that way about Alopex and has been extremely hinted at that Alopex feels that way about Raph. Alopex was created by Kevin Eastman, but was really defined by a person then going by Ross Campbell in her one shot mini. After Ross drew her as fluffy and cuter, everyone wanted her to look that way. A lot of the posts in this thread are based on her appearance from the one-shot mini.

Her appearance in the actual comic varies wildly. When Campbell returned to do more art in his more aesthetically appealing way, he had had a sex change and his style changed dramatically to go from this in the mini

He seems to now be drawing the turtles as if they were twelve or thirteen. Granted, canonically, the turtles have always started out as fifteen or so, but in the current comics they're actually about a year old at the start with the bodies and souls of teenagers (reincarnated ninjas from ancient japan due to curse or some shit don't worry about it it's comics and it's alright) and anyway, Ross draws them young.

Alopex is technically younger than the turtles as well, nobody knows how old she is when combining years as a fox and a mutant but she's presumably young as well with the body/mind of a teenager. And now, well, Ross draws her like this. Or whatever he calls herself now, I honestly don't remember. I think his tumblr handle is "Mooncalf."

He also designed that buff eagle above as his gender-bending female bird character who was initially supposed to be outright evil but I think they've softened on her now.
