Well...It is a pretty convoluted backstory. Admittedly not so much by comic standards. Look into DC and Marvel for the big leagues of bizarre.

Anyways:

In the future...Not the far future of Sonic but the more intermediate future, humans go scifi and start exploring the galaxy.

After a while they stumble over the Xorda who are supposedly hyperintelligent squidlike aliens and due to rampant stupidity blows up some.

The Xorda gets pissed and decides to Kill All Humans, as good alien menaces do.

So they track down the human homeworld (spoiler: Its Earth.) and instead of actually blowing it up decides to use a Gene Bomb that hybridizes anything vaguely animal on the planets.

Animals get human DNA and turns into Mobians and Humans get Animal DNA and turn into Overlanders with cartoonish proportions. Later it turns out that there are pure humans too that come from human stock that were off planet at the time.

So humanity take a nosedive and Mobians take over most of the planet.

A few thousand years pass and we are at the age of Sonic.

Well. Except for the birds. Bird Mobians are actually not Mobians at all but avian aliens that tried to take over the world in the past. Their past that is, still our future but before Sonic and the gang.

Despite the fact that Sonic, Shadow and Rouge all have exhibited humanfucker tendencies in different media, the comic have steered clear of answering those questions.

That being said, if it works like other Mobian interbreeding then the answer is likely yes.

But all this is moot anyways.

If you want to knock up a Mobian the answer is yes.

If you find the thought of spawning a genetic abomination, an abomination the answer is no.

Ultimately noone in charge will ever deliver a official answer on Human-Mobian bonings. But working from what we know, it is likely that Humans and Mobians can breed and that they will follow the pattern that we have already observed with Father-Son and Mother-Daughter .
